Formatted contents note	En 1964 pronuncie un discurso sobre la pena de muerte que constituía un Ensayo sobre la misma, se publico dicho ensayo en la revista de la universidad de 1964 y se hizo una separata del ensayo. Ambas, la revista y la separata tuvieron poca circulación. Desde entonces tuve la idea de hacer una nueva publicación en 1996 se hicieron reformas a la Constitución de 1983, que había suprimido para delitos comunes la pena de muerte y la había circunscrito a delitos militares cometidos en tiempo de guerra.
